One thing that came to me while thinking about this is someone churning
through additional /24 requests as fast as they can because it's just
that much easier to justify and meet the mark on a /24 compared to
shorter prefixes. I would see that as abusive and prefer not to open the
door to that or other other bad behavior I can't think of because I'm
not of that mind.
