Maybe there shouldn't be any RIRs.
Why would we need 5 RIRs with the same policies?

Anyone who comes to ARIN to request resources,  should have to adhere
to the same policy  and justified needs requirements for ALL resources
 they have been assigned from any source,  regardless of where the
resources are assigned or  where the resources are going to be used.
