Below is the requested data for 2011, 2010, 2009, 2008, and 2007. 

General Summary - 

   - Approximately 33% to 40% of all IPv4 requests approved are for first-timers 
   - These first-timers are issued between 1.5% and 4% of the total v4 address space issued
