To clarify, this is a restriction on the source of transfers, not the
recipient. A transfer recipient who ends up needing more space within
the initial 12 months is still free to obtain said space. What would
not be allowed, under my proposed text, is for an entity to obtain
space via transfer and then turn around and transfer space off
immediately.
