Ok, say I am a non-profit organization operating on a shoestring and I need some IP addresses.  How does this help?  I am not going to be going to a broker or anyone else to buy addresses.  How does this serve that organization who is just as much part of the internet community as everyone else?

This is one of those cases of which there are actually darned few, where creating a "market" could actually be harmful.  I would have no problem with this proposal in 5 years time.  It should be just as "helpful" then as it is now, no?
