Opposed. To me seems like it is stating that we'd rather give away space
to ARIN region orgs regardless of current state, HD ratio of existing
resources, want, or justified need than risk having these resources
transferred out of the region (should we ever agree on a transfers
policy!), where there *is* real need.
Place in the In-sink-erator and flip the switch.
