However, you seem to be suggesting 4rd as an alternative to making a 
policy change to accommodated TPIA.  This is only really a viable 
alternative in my opinion if 4rd is commercially available today.

I'm not asking do the Canadian cable guys have it;  I'm asking if anyone 
does?  Completely outside of TPIA, I honestly would like to know if 
there are commercially available 4rd solutions, or heck even functional 
open source ones?  I want to play with 4rd, I've been waiting patiently 
for it.

I want to make IPv4 a legacy service of my IPv6 network. ;)
