The address on a SWIP is supposed to be the address at which service is
delivered.

So if you deliver service in a datacenter some place you'd use the address
of that datacenter.  If you're delivering to the CIA's local safe house
that swip had damn well better have the CIA as the customer and the
address of the safe house.
