On this point specifically, if they only need to set up a VPN tunnel to
run everything through the head office then give them a single /30: one
IP for the gateway and one IP for the VPN device. Since it's below the
/29 threshold stated in 4.2.3.7.1 it doesn't need to be registered in whois.
