    The policy serves those with compelling reason multiple discrete networks; this is what policy text requires.  For such networks, they can apply for addition space per the stated thresholds.

This is a fairly interesting issue with a large portion of ARINs policies. They are vague and unpredictable. Sometimes so much so that they can be interpreted in a variety of ways that are generally inconsistent. This is bad for the organization and bad for its stakeholders.

ARIN staff reports those instances of which we are aware of inconsistent or vague language in the Policy Experience Report given at each
Public Policy Meeting.

If you are aware of any such problems, please propose better language.
