[arin-ppml] ARIN-prop-157 Section 8.3 Simplification

I am against this.

8.3 was added due to a specific situation with IPv4. I can not see the need to transfer IPv6 or ASN resources, since they are plentiful and can easily be gotten by meeting the same criteria one would have to meet for a transfer anyway. I don't understand why reusing someone else's IPv6 space or ASN could have an advantage over getting fresh, unused resources.
