Really there's no reason to have 8.3, as every transfer you might want 
to do can be done with a little form-a-subsidiary, spin-it-off, M&A action.

I just don't think there's any benefit to ARIN to making people jump 
through those hoops when there are in fact legitimate reasons to 
transfer IPv6 addresses *and* AS numbers, both.
