Opposed.

8.3 was justified solely on the fact that IPv4 is running out.  Neither 
IPv6 nor ASNs are in any danger of running out for decades if not longer.

As for the argument that someone might want to transfer IPv4 along with
its "associated" IPv6 and ASNs, that is specious.  There is no association
of IPv4 with either IPv6 or ASNs unless they are part of a network
infrastructure which is being transfered intact, in which case 8.2
applies.  There is no need to open 8.3 for this reason.  If the recipient
of an 8.3 IPv4 address block transfer also needs an ASN and/or IPv6, they
can acquire either or both directly from ARIN; there is no shortage.
