A staff and legal review is being done now on the revised 2011-1 text, 
but will likely not be that substantially different from the assessmet
results of the previous policy text.

My note above is that if there were a change to the policy text to specify 
that the both RIRs independently apply their full transfer processes to 
both parties could have very significant implications, and that this has
not been assessed because that is not the current proposed policy text.
