[arin-ppml] ARIN-2011-1: ARIN Inter-RIR Transfers - Last Call

I agree with David.. all policies get integrated into NRPM.   One of the
comments we got in Philly is that the text being discussed was not written
in a way that it fit into the NRPM.

The AC moved this text to last call.  According to the PDP this is within
our purview to do so.  So let's talk about this text and what folks
like/don't like about it.

If you want to propose changes to the PDP we can start another discussion
about that.. Note that there is a new PDP out right now to the community for
