192.in-addr.arpa  is a "special" zone because it corresponds to a
reverse zone in which a popular portion of RFC1918 IP address space
resides.
For other IP address ranges, the number of  RDNS requests about those
ranges is much more complicated than merely the 'amount of resources'.

It depends on how those IP resources are actually utilized.
If the resources are utilized primarily from mail servers, then there
are likely to be a great many reverse DNS requests for the ranges.

If no outgoing TCP connections are being made from those addresses,
then, the volume of RDNS queries made from them would be quite
limited.

If you want to be "fair"  about number of RDNS queries or WHOIS
queries against a resource, then
meter them,

and add a "variable portion"  to members'  annual maintenance based on
the volume of queries that were made to ARIN  regarding their
resources.


(Cost to ARIN of providing RDNS services)   DIVIDED by   (Total Number
of  queries against RDNS servers)  =   cost per query.

Resource holder's variable portion =      (cost per query) X  (number
of queries against that  resource holder's  IP addresses)
