I don't see that happening in the AfriNIC region anytime soon (or at all).
We've expressed our own "jingoistic" sentiment that AfriNIC resources
are for the AfriNIC region in our Soft-Landing Policy, which has just
passed LC. I doubt we will be making much headway in agreeing to a
transfer policy that may allow our LIR to plunder your resources. I
would be the first to point out that that would be hypocritical. I
may be incorrect, but I don't see it in my prognostication device.
