The RIR must have a compatible, needs-based transfer policy 
which allows them to approved the request to transfer to the 
recipient; there is no reciprocity requirement in 2011-1.

The matrix is updated twice per you; you are looking at the June 2011
version in making that analysis.  I believe that APNIC has revised
their transfer policy already as necessary to be compatible.
