This proposal fell pretty flat with the AfriNIC community and enjoyed
almost no support other than from the author. As such, I think it's also
safe to say that this proposal which didn't make it very far into the process
at all is not indicative of any likely direction for policy in the AfriNIC region.

Heck, Mike Burns proposed relatively similar policy in the ARIN region.
