ARIN does have built in things that take routing policy into account
in some manner  _when allocating addresses_.
Once you have your addresses, ARIN doesn't tell you how you can route them.

End user "Stupidity" as you refer to it, is independent of ARIN, and not related
to ARIN's mission of good stewardship of the IP address space.

There is no requirement that networks meet an  "efficient routing" criterion,
in regards to their global table announcements to continue to use their AS
number or existing addresses.

Policy for allocating new addresses wouldn't really effect an organization
that got all the addresses they needed, anyways.


So what measures would you propose ARIN should take,  where instead
ARIN currently doesn't set policy, due to excessive entanglement with
operational and technica issues  that are considered out of ARIN's scope?
