Correct... If you propose policy that has ARIN taking routing 
into evaluation, we will do so.  For example, the AS policy 
in NRPM -

specifically has ARIN consider routing policy if that's what the 
applicant requests such to qualify.  It is true that the ARIN 
community has generally shied away from having address policy 
based on routing criteria, but if folks make address policy which 
includes routing criteria, then the ARIN staff will indeed 
implement it.
