It can be stated that   "must be compelling need"
is different from  "must have compelling criteria"
The policy actually says "must have compelling criteria".

That may sound the same, or look subtly different,  but for the
applicant it can be a big difference whether they actually have to
"NEED"  to use discrete networks, or you just have a very good reason
to.
