[arin-ppml] ARIN Multiple Discrete Networks Policy

I've been watching this, back and forth, with no particular concern, one 
way or the other, but now I'm confused.

Richard, are you talking about an initial assignment or allocation, or
an additional one?  Originally, I thought it was for additional space,
but now it sounds like you are talking about an initial assignment.

If initial, what difference does it make if ARIN hands out N blocks,
each of the size that one of your networks requires, or a single block
equal to the sum of the sizes?   You can parcel the individual blocks
out of the single assignment any way you want, and will be announcing
N routes, either way.  It might be advantageous to ARIN to do the 
deaggregating for you, though, since that way they might be able to
utiliize some smaller fragments, but if the discrete networks are really 
independent, it shouldn't matter to you, one way or the other.

If you are talking about expanding an existing network, I thought the
rule was the network running out of space had two be at least 80%
utilized and the aggregate had to be at least 50%.  Are saying this is the
case and they are telling you to deagregate one of the lesser-used 
networks and route some of the subnets to the 80% network?  Or are
you at less than 50%?   In the latter case, you were initially 
overallocated, and they are attempting to correct that.
