The fact that there is activity (and not action) is not an indication that
there is widespread consensus, merely evidence that it is under
consideration.
I do not interpret the discussion the way you do. I don't see most people
as saying that it is outdated. I see a vocal handful of people saying
it is outdated and most people saying nothing or agreeing that it is not.

I have no problem with changing the title accordingly, but, I think the
title is a no-op anyway. It does not say coordinated anywhere in the
policy text.
