opposed. I have no objection to a "cooling off" period and think
it is a good idea, but we must assume ARIN staff to be competent
enough to be able to make a case-by-case determination of how
long a cooling off period needs to be for each block that comes back.
It's part of their jobs, that is the sort of thing they are paid
to do.
If you changed it to say the MAXIMUM period addresses could not be
reused would be 36 months, and let ARIN staff make a minimum
determination, I would not oppose it.
