Two networks, for the sake of argument:
 - A has 253 hosts and a router, they need a /24 to connect this to
the v4 Internet, and they have such an allocation from ARIN for the
sake of argument. They don't have a lot of money and would be pretty
OK with IPv6, but do like to access the IPv4 internet.
 - B has also 253 hosts and a router and a really big desire to access
the IPv4 internet for some great reason and purpose, much bigger and
more valid reason than A in most peoples eyes including their own and
they have lots of money. They do not have any IPv4 addresses.

ARIN has no free addresses to give out.

You cannot use money.
What is a good solution to this situation according to you?
