  Presumably you got the /18 under NRPM 4.2.


  Specifically, under 4.2. Efficient utilization is covered under 4.2.2.1.2 which state:



  Demonstrate efficient use of IP address space allocations by providing appropriate documentation, including assignment histories, showing their efficient use. ISPs must provide reassignment information on the entire previously allocated block(s) via SWIP or RWhois server for /29 or larger blocks. For blocks smaller than /29 and for internal space, ISPs should provide utilization data either via SWIP or RWhois server or by using the table format described in Section 4.2.3.7.5


  The section you reference is entirely under the heading for section 4.2:
  4.2. Allocations to ISPs (Requirements for Requesting Initial Address Space)
  It refers explicitly to the requirements for requesting initial space, not for some ongoing utilization requirement.





  As such, if you can no longer demonstrate efficient use of your IP address space allocations,
  you would no longer be in compliance with this section.




    Is there a policy which says that once allocated, addresses must continue to be used?
    Where is that policy?


  I believe ARIN would apply the same criteria as are required for justifying a request on an ongoing
  basis. That has always been my understanding from staff and there has been no indication that
  has changed.
  But where is that in the NRPM?
