Only if you don't think ARIN staff has experience evaluating requests 
for demonstration of need. Apparently I have more faith in ARIN staff 
than you do.

Would you be happier with 12 months for new/recent and 24 or 36 months 
for existing holders? The problem I'm trying to solve is that 3 months 
is a ridiculously small amount of justification window when the pain of 
getting the space at all is so much higher than it is pre-runout.
