[arin-ppml] Statistics regarding NRPM 8.3 Transfers to date

On one hand I would prefer an STLS that doesn't allow transferred netblocks
to be de-aggregated, either at the time of transfer or in the future.  On
the other, creating that restriction will give incentive for sellers and
buyers to work around ARIN as much as they possibly can.

That's exactly why I don't think we need really complicated language 
that then has lots of associated loopholes.

If aggregation is good, providers will encourage it, and addresses that 
are big aggregates will have more value. Done.
