I don't understand your example, specifically how a transfer would figure into the discussion. Please try to rephrase.
Ultimately, it's going to be up to the AC to wordsmith this as necessary to cover our concerns, but I would hope that the spirit of
my recommendation is clear. 
I remain convinced that something should make it into this version of the policy, not wait for subsequent policy action.

Hi Wes,

So if I have addresses inside a NAT today, I want to move them outside the NAT and I'm willing to cough up the money for a transfer,
I should be denied because the addresses at issue are currently used behind a NAT?

I'm sure we can fix this language so that it does what you intend, but that will take time and debate. So, let's take the time and
get it right. Let's get 2011-5 on the books as it stands and then let's figure out a good way to rebalance the the justified need
concept around its existence.
