[arin-ppml] ARIN-2011-4: Reserved Pool for CriticalInfrastructure - Last Call

I support ARIN-2011-4 Reserved Pool for critical infrastructure.

Inasmuch as I see more life in IPv4 than most on this list, I think this 
reserve makes sense.
