Without delving into the arguments one way or the other (yet) but with
the expectation that the community may in fact want to make the
definition of LIR more clear; I have taken the liberty of drafting two
distinct policy proposals that could be submitted by folks who agree
with one or the other view:
*Proposal to make current operational practice explicit in policy:
Strike the word 'primarily' and add the word 'exclusively' after
'address space' in the first sentence of NRPM section 2.4, with the
following result:
2.4. Local Internet Registry (LIR)
A Local Internet Registry (LIR) is an IR that assigns address
space exclusively to the users of the network services that it
provides. LIRs are generally Internet Service Providers (ISPs), whose
customers are primarily end users and possibly other ISPs.
*Propsal to change the current intent and to explicitly allow the
allocation and assignment of space from an LIR to any customer,
regardless of connectivity:
Strike the word 'primary' and replace 'the users of the network
services that it provides' with 'it's customers' in the first sentence
of NRPM section 2.4, with the following result:
2.4. Local Internet Registry (LIR)
A Local Internet Registry (LIR) is an IR that assigns address
space to it's customers. LIRs are generally Internet Service Providers
(ISPs), whose customers are primarily end users and possibly other
ISPs.

address space to the users of the network services that it provides.
