[arin-ppml] ARIN-prop-137 Global Policy for post exhaustion IPv4 allocation mechanisms by the IANA

Global policy (IANA policies) require the same policy proposal
to be passed by all 5 RIR policy processes. This is the appropriate
mechanism for doing so.
