My suggestion would be that 2011-5 space, when assigned to CPE
always be conjoined with full, proper, native IPv6 support.
You are talking about breaking IPv6 transition technologies that don't
work with RFC1918 space in the first place; the breakage is highly
similar, when non-recognizable unroutable public IPs are used.
At least a shared /10 allocated under 2011-5 would be recognizable.
