In doing some exploring of this option, it turns out to now be much
more difficult to qualify for such an allocation due to the change
in allocation window that occurred with the issuance of the final /8,
i.e. there may not be any organization today that qualifies for a
/10 allocation based on their allocation history and three months of
demand.
I wanted to make sure the community was aware of this, since my
characterization above was incorrect.
