I would certainly not object to any RIR that wanted to return an excess /8 
to IANA doing so, but I view that as a far different issue than direct
inter-RIR transfers.

I believe this would be kin to recording covenants and riders on real
estate transactions, and I'd oppose any attempt at doing that -- the
process would be extremely cumbersome and would effectively create 
multiple "classes" of addresses (beyond things like the PI/PA distinctions
that exist already).
