There seems to be some confusion (or at least some people perceive some
confusion)
around this proposal.
The intent of this proposal is strictly to restore the original community
intent to the
"single aggregate" clause in NRPM 8.3.
Under current staff interpretation, the clause is bound to the justification
rather than
the resources transferred. The clear and obvious intent of the language is
that it
be bound to the resources transferred and not the justification. As such,
this proposal
seeks to achieve that end.
Yes, this is in direct opposition to proposal 144 which seeks to remove the
single
aggregate clause altogether.
There seems to be perception among some AC members that there is no support
for this proposal in the community, so, I am asking anyone who spoke up
and/or
anyone who does support this proposal to state their support for it here on
the
list.
