Jeffrey -
Each RIR has been drawing from central free pool on an equitable basis,
and hence the return of a very significant block of reallocatable IPv4
address space (e.g. a /8) has generally been viewed as a resource that
belongs back in the global free pool.
This has occurred numerous times over the last two decades.
