Since the ARIN community has already recommended use of address space
from our available pool for this purpose, it is reasonable for ARIN 
to make sure space remains available for as long as possible should 
the IETF approve such an reservation.  

If ARIN is informed by the IAB at any point that it is to make the 
reservation, we can do so immediately.  If the IETF directs the IANA 
to receive space from ARIN so the IANA may make the reservation, then 
we can release the space to the IANA for that purpose. I would consider 
either of the above outcomes to be implementation of ARIN 2011-5 (the 
intent of 2011-5 is quite clear; it has been the implementation that 
requires consultation to effect.)
