Yes... In order not to be directing the IETF out of scope of ARIN policy,
I would propose "ARIN shall ask the IETF to create an RFC..."
Oterwise, I have no objection.

Works for me, but, we also need to avoid directing the IETF as John
has claimed 154 did and instead, direct ARIN to request something
of the IETF (as I believe 154 currently does).
