[arin-ppml] ARIN-prop-155 IPv4 Number Resources for Use Within Region

I would like to see this rewritten to indicate that the IP space must
be used either a) entirely within the ARIN region or b) by an
organization doing business in the ARIN region which would allow a
global organization to expand internationally with the ARIN issued
space.
