If you are still relying on IPv4 (to receive this message for
example), it is possible that IPv4 policy still has some relevance to

There is a global policy that would facilitate the return of legacy
space from ARIN to the IANA but it is moving slow (as global policies
do). More importantly, ARIN-prop-128 does not preclude ARIN returning
space to IANA, it simply states that if they do not return it, it must
be counted.
