Which is why there should be a separate registry.... so they can apply
for and get more than just one /10.
A single /10  permanently allocated is what's proposed,  but it's not
really enough

It makes more sense for a 'shared registry'  to get  a    /8
equivalent,   than for a bunch of ISPs to get  thousands of  /16s
for the same private-only IP addressing purpose.

The total consumption of public IP addresses is reduced, by having
more of them allocated in a 'shared'  mode
instead of an exclusive mode
