Correction... It requires need prior to delivery. The assignment is set
aside whether it is issued or not by 130. The space is consumed
by the assignment, even if it isn't actually given to the ASN holder.

What will the organizations without ASNs do in that circumstance if this policy
is passed?

There are a lot more organizations on the internet without ASNs than with.
