Opposed.

Participation in the process does not imply need, and
we have a need based allocation process.  Making
run out happen a little sooner does not seem to be in
anyones interest (it is already going to happen real
soon now).  The transition will be painful for some,
and there is no reason to increase the pain by
giving away resources that others may need.
