participant' is kind of bad.
Criteria for assignment is capricious and arbitrary, and creates
issues for anyone wanting to
support the proposal, as claims of support or opposition can be
described as self-serving.
Good stewardship does not generally imply taking measures to
accelerate consumption of IPv4 space.
ARIN's role is not to impose IPv6 at all costs.
