This will happen on it's own and per company. It really does not matter if there is a date associated as this space is not routed. There is no way to enforce it and no one will ever want to use the /10 after it was used for this purpose. In addition, by the time NAT444 technologies would no longer be need, IPv4 will no longer be needed.
