Kevin,

With all due respect you're not saying anything substantive. There
already is a market and it is already leagues ahead with respect to
"artificial cost". Attempts to micro-manage ARIN's last 5 /8
equivalents in the interest of keeping "all" members costs low as we
move to transition is required as stewards. Most of the "micro
management" has already transpired and unfortunately benefits a narrow
band of the ARIN membership.

The job with respect to transition is not done just because v4
addresses have exhausted. If you want to see a market develop that is
going to hurt all of us, assuming that we're done is the best way to
insure that.
