Until recently there was no "pressing" need for IPv6, and yet it has been and remains prudent to develop and deploy.  Preparing for a situation in advance is not a bad thing.

Further, the situation that prop-136 deals with is one of governance.  Your argument is akin to "nobody does X, so who cares if X is illegal?"  But the fact of illegality drives action underground, and clear insight into the desire / demand is difficult at best in such a situation.

In other words, we're talking about a strategic opportunity here rather than a tactical question.
