Not correct, as with successive formation of RIPE NCC and APNIC,
their service area was correspondingly reduced for managing ISP
and end-user allocations. They did provide some global services
such as in-addr.arpa zone generation for the entire address space
(as did ARIN for the last 12 years...)
Again, this shouldn't preclude any particular return policy that
people want, it's just that the history of the evolution of the
number registry system doesn't match a lot of expectations.
